Is the new Special Illustration Rare worth the preorder hype?

That new chase card art is absolute fire and definitely the highlight of the set, but I'm torn on whether to grab a preorder now or wait for the initial market dump. What's everyone's take on the pull rates before I commit to a full booster box?
